Is it possible to have a default setting were anyone who joins the forum receives by email all messages posted on the forum?

Just in way of background the forum I'm involved in setting up at the moment will have a extremely small user base. Therefore I need such a setting to entice their involvement.

You could write a simple registration plugin to automatically subscribe users to all forums.
