The correct string is:
cvs -z3 -d :pserver:anonymous(at)asuka(dot)prohost(dot)org:/forum21 checkout -d forum install/forum_data/include/GLOBALS.php


This will fetch GLOBALS.php from the CVS and place it inside forum/ directory.
