Can not change any Text Messages in Template Editor [message #12236]

2.3.9 is ok.
but since 2.5.0, I can't change any text messages in template editor, it did not show any error after I click the button "edit", but the text just won't change.

system:
Apache/1.3.27 (Unix) PHP/4.3.2
linux box.

use mozilla-firebird 0.6.1 as browser.
