The ip block does NOT block a user from reading the forum, merely from posting messages, logging in and registering.

Well if you want (bad idea) you can do 172.*.*.* as the ip mask and it'll block all users from that ip range.

Either the user is getting a different IP mask everything or you are not using the system correctly. I've tried IP banning on my test forum and it works properly.

For spell checker to work you need a spell checking PHP module (pspell).
