Some Global Settings won't "Stick" when I update them.

I can enable/disable the forum, but items including (I haven't tested EVERY choice) the below revert to NO, no matter what I do.

New Account Moderation: (always NO)

Notify W/Body: (Always NO)

Multiple Host Login: (Always NO)

Bust'A'Punk: (Always NO)

1) Check that the forum can write to GLOBALS.php
2) Check that GLOBALS.php has variables for these options.

Yes on both counts.

But the values of the variables in the GLOBALS.php file don't always match what I'm seeing on the screen, for example "MULTI_HOST_LOGIN" is a :Y: in GLOBALS, but then Global Configuration Manager tells me that Multiple Host Login: is NO

Sounds like you may have COPIES and not symlinks of the GLOBALS.php.

Make sure that GLOBALS.php inside the adm/ directory and the one on WWW_ROOT directory are symlinks to GLOBALS.php inside the include directory.
