If I upgrade FUD forum from 2.3.8 to 2.5.1, will my personalization of old forum go away? And will I have to change templates all over again?

Depends how extensive your optimizations were...

If all you did was change forum.css.tmpl, header.tmpl & footer.tmpl then you'll need to do nothing more then run the upgrade script. If you did more extensive customizations you'll need to redo them (the forum will backup the old versions for reference).
