Here on the support forum, using flat mode looking at threads in any forum, every new thread containing zero replies does NOT have the white downward arrow graphic. It does have the orange/red folder icon signifying a new thread however.
The white arrow graphic is what I look for, and it seems like a bug to me that it only shows up after a new thread has had at least one reply.

That's not a bug, the arrow takes you to the 1st unread message, it is pointless on a topic with no relies, because clicking on the topic name will take you to that message.
