Hi
My forum is now running well and I have a couple of configuration questions.
Can I set it up in such a way that when a new topic is posted in a certain forum that a custom group of users get an email telling them there is a new post.

No, only users who are subscribed get notifications.

A forum member may choose to subscribe to a topic or a forum. When new messages are created in a subscribed topic or when new topics are created in the subscribed forum they get an e-mail notification about it.
