I wonder whether there is a mechanism where the forum admin can registers a new user ? A similar question came up before, see

but in this case it was done by trickery, not a buildin meachnism.

There is an admin conrol panel that allows you to add users manually. It is called "Add User".

Is there also a mechanism that would allow Group Managers to register a new user ? In a larger setup it's much more likely that this part of user management gets delegated, and Group Manager seems to be the right role because (s)he is also taking care of the rights of users afterwards.

Group managers cannot add new users only the admins can.
