This is a rather unique situation, because the admin user needs to be moved from id #1 to a different id. The fix would require the change of query from a very fast one to 2 slower queries for getting user counts and last regged user. So, this little 'bug' is allowed, since the only time it can occur is when upgrading from a really old version and will automatically correct itself once a new user registers.
