Enhance the management of smilies to allow for categorization of smilies, activation/deactivation of smilies by category, and association by category to forums and forum categories.
This will allow multiple sets of smilies to be managed, and for "fun" forums to have different smilies available than "serious" forums within the same site, without an unmanageable list of smilies when you take the "list all smilies" option on the post form.
Perhaps include event-driven activation by category, to allow you to have seasonal smilies replace the regular smilies on holidays.
