can't acess DB during step 2 of install [message #16917]

I get this message:

and then I have a further message woch says,

Could not open the database you've specified, SQL Reason: Access denied for user: 'user@localhost' (Using password: YES)

and I know I have the user name, password, and database name sset up correctly. Is this a mysql-admin issue- or a php issue? I've sent in a trouble ticket to my host about it, too.
