Tmezone is changing to UTC

When I start Apache, my date.timezone value is "America/Montreal".
This value reflects the one I want.
But, in a matter of minutes, the date.timezone goes to UTC which is
the default timezone.
My Windows server has the right timezone.
Why this is happening?
