Hope we can assign one(or more) grand moderator who could delete/edit/prune/move topics in all forum.

It's more like moderator's duty to do topic/attachment pruning, topic moving, deleting an user's all posts, etc.

Use 'Groups Manager', I can make a super-user who could delete/edit topics in all forum, but not prune/move topics in all forum, and he/she can't even bypass the edit time limit of posts.

No one can bypass the edit time limit. If you want to give a person full control over the forum make them the moderator of that forum via the user manager.
