With PHP you don't really gain anything by running 64bit and ms-windows isn't
a real 64bit environment, mainly a 64bit kernel with a few 64bit tools.
Also Zend don't provide binaries to any other operating system, so having
those 32bit binaries is just an extra service for the OS which don't by
default have a simple mean to install a development environment.
