Hi,
When I received a notification from a new topic the subject is shown like that:
Subject: =?ISO-8859-15?B?Tm92byB083BpY28gbm8gZm9ydW0gR0EtVGVzdGVzIC0gRvNydW0gRSEgY2h hbWFkbyB0ZXN0ZSBu b3ZvIHTzcGljbyBieSByb290?=
Why this happen?

I presume your mail client shows " =?ISO-8859-15?B?Tm92byB083BpY28gbm8gZm9ydW0gR0EtVGVzdGVzIC0gRvNydW0gRSEgY2h hbWFkbyB0ZXN0ZSBu b3ZvIHTzcGljbyBieSByb290?=" instead of the subject or are you just looking at the e-mail headers?

Because topic contains special characters it was encoded to ensure that it would be correctly displayed in the e-mail client. If your e-mail client fails to decode it correctly, it's a bug in the client.
I've tested the encoded subject line that you've shown in Kmail and Outlook and in both it was decoded correctly.

Yes, you right.
For now I just comment the line that encode the subject until the mail client doesn't do the work.
We all use the same client.
