Or you could use

echo '<table>'
. '<tr>'
. implode('</tr><tr>',
array_map(
function ($e) {
return '<td>' . implode('</td><td>', $e) . '</td>';
},
array_chunk($values, $cols)
)
)
. '</tr>'
. '</table>';

and additionally use array_slice() if you wanted to limit the output to
$rows rows :)
