Hi! Unsure if this is a bug, or...?

My "Preview Message" button used to work fine (2.6.6), but now it
jumps you back to the middle of the "Message Icon" row rather than
the message preview. (It'll show the second row of message icons.)

Any idea why this might be and/or where in the template (exactly
which menu and file) I can look to check the doc ref?

No idea, it does not happen in my browser(s).
The preview button simply submits the form, it does not use a tag like #something to position your browser's focus in any way.

:-( So how did/does it jump you back to the top of the page?

And how does the browser/forum script know to preview when the
preview button is pressed, or submit when the submit button is
pressed? What's different?

The default browser behaviour is to leave you @ the top of the page unless javascript or #section compotent tell it to refocus the page on something else.
