...to reference a .tmpl file that outputs a .php file from another .tmpl file?

I am trying to reference post.tmpl in msg.tmpl and I keep getting "A system error has occurred. Please report it to the webmaster." when I try to view the page that msg.tmpl builds.

You cannot do that, only templates without PAGE can be inlined into other templates.
