.... I'd like to be able to create a sub-forum that is totally invisible to all but my moderators (i.e. it doesn't show up on the forum list when normal users log in - only when moderators do) - Is this possible??

Yes, create a forum where the default permissions deny access for all, and then add moderators to the list of users allowed to see it. Alternatively make moderators also moderators of the "hidden" forum, permitting them to see it as well.
