I'd like to enable html tags in my forums for Administrators/moderators only and fud code for normal registered users.

Category & Forum Management only allows me to set one tag style per forum, and groups manager doesn't allow me to set individual tag styles for different users.

Is there a way of doing this? - Am I missing something?

No you are not missing anything. The tag style is defined on a per-forum basis.
