I'm trying to turn off all e-mail functions of the forums but it seems no matter what I try, I can't turn it off. Users get errors when registering, sending PMs, etc...

Where can I change the setting to disable all e-mail notifications/fucntions?

You need to turn-off all e-mail functions inside the admin control panel as well and registration e-mail confirmations.

OK, sorry to bother again, but could you be a bit more specific about those settings and their locations? I believe I have turned everything off related to e-mail but I keep getting this error when registering:

Warning: mail() [function.mail]: "sendmail_from" not set in php.ini or custom "From:" header missing in c:\Inetpub\wwwroot\forums\theme\default\register.php on line 1280

Warning: Cannot modify header information - headers already sent by (output started at c:\Inetpub\wwwroot\forums\theme\default\register.php:1280) in c:\Inetpub\wwwroot\forums\theme\default\register.php on line 1214

I can't find any specific registration settings other than these (some may not be related to e-mail, but I turned them off anyway just in case):

Avatar Approval: No
Allow Email: No
Use SMTP To Send Email: No
SMTP Server: Null
SMTP Server Timeout: Null
SMTP Server Login: Null
SMTP Server Password: Null
Email Confirmation: No
Administrator Email: Set
Notify From: Null
Notify W/Body: No
Smart Notification: No
New Account Moderation: No
New Account Notification: No

What else am I miss here?

The PHP errors messages are pretty clear about what is wrong.

In order for mail() to work on win32 you need to specify SMTP server via the sendmail_from INI setting.

That's the point. I don't want mail to work. If I put in something in php.ini it then errors that it can't send mail. What else can I do?

Well, one solution is to disable the display of warnings to screen.
The other to remove the code that sends the welcome message upon registration inside register.php.t

Any chance we could add code giving me the option to turn the welcome message off instead? Very Happy

I may want to use the e-mail features at a later date.

Good idea, the option was added in CVS.
