I want to remove the ability for someone to create polls, put a message icon and turn smilies on. I'd acutally like to remove all to forum options off the side of the body. All these for when any registered user makes a post. I don't see how to do these things in the admin interface...do I have to hack the code?

You can use the group permissions to remove access to polls and other features.
