Under this option in the User Manager, the manual states:

The administrator will need to enter the their password on that form to activate any of the changes that were made.

Since user passwords cannot be retrieved by an admin:

how can an admin change a user's profile?

The admin can access and modify the user's profile without a need for their password via the user manager.
