I figured it out.
When you create the topic, if logged in as Admin or Mod, you have a box near the top. It will probably say Normal. Click the arrow and select 'Sticky'. This is also how you create an Announcement topic as you will probably see. Or you can edit an already written topic and make the same changes. This goes for locking a topic too.
