There is not much detail in the documentation about what happens when you choose "create new users" in the "newsgroup manager" section of fudforum.

What happens ? Do new users receive a 'welcome message' ?

No they do not recieve a new message. What it means is that when a message from NNTP is imported unless there is an existing user to whom the message can be attributed (based on e-mail) if the setting is enabled a new user will be created.
