One cannot use both forum_login.php and fudapi.inc.php in a single script.

Test case:

<?php
echo "About to load forum_login...";
include("forum_login.php");
echo "About to load globals...";
include("GLOBALS.php");
echo "About to load fudapi...";
include("fudapi.inc.php");
echo "Done!";
?>

Output:

About to load forum_login...About to load globals...
Fatal error:  Cannot redeclare fud_sql_error_handler()
(previously declared in .../data/scripts/forum_login.php:9) 
in .../data/include/core.inc on line 144
