Why is my forums posting duplicate messages. Problem
is not consistent.

Do you think that updating the version will help, if so
what is it in version 2.6.6 that causes duplicate messages
to be sent out to the forum and users emails.

It may help, the main thing is that IF there is a bug we can corrolate it to existing code rather then the legacy one.
