I noticed that when a user uploads a photo and someone quotes their entire post, if the original user wants to delete the photo, the quoted photo remains.
Is it possible to allow users to delete their own attachments when editing their old posts?

Well, when you edit a message you'd always see any of the files attached to it. If you click delete beside this file it'll remove the attachment and remove references to it from the message body if there are any. This is not a new funcitonality and while it does not mean some version of FUD may have had a bug with it, it is fairly unlikely.
