I think it would make more sense if they were chmod 644 upon upload.

It uses secure permissions by default unless you unlock the forum's files.

It is an icon uploaded by an administrator. If something is being uploaded to that directory via the file manager and there is some sort of security concern bigger problems are afoot.

it is upload with the forum's default secure permissions. There is no reason to use 644, world-read mode.
