If there is no Post permission for a user, or Reply permissions, then the buttons for these actions should not be there.
Currently, on my forum, there is a 'Message From the Board'
forum, that is read only for everyone except the Board Members.
When a member goes the 'Add Topic' button is present. If you press this button you get redirected to 'invalid url' page. If you click ok, the forum appears to have logged you out. ( you aren't, all you need to do is click the 'home' button you are back, but Slava had to show me that, it wasn't aparant )
This would all go away if the option did not exist if the permission was not there.

The buttons are always there, but a user with permission to use them will see an error message when they try to use them.
