I've set up my second instance of FUDforums but the forum icons are not displaying. Only the alternative text displays. The permissions look okay in the file/directory structure.

I am getting the following

Forbidden
You don't have permission to access /forums/theme/default/images/top_members.png on this server.Forum Icons

Who is the owner (user & group) of the file and are they the same as those of the web server?

Perhaps you need to adjust the permissions to be more strict, you can use the admin control panel "Lock/Unlock Forum's Files" and lock the files.

Resolved this issue ...

Hotlink protection was enabled for the site but site URL was not added to the "Allow Access" list.
