when i use the database from phorum , the reg users can't post,and not show any error messages then return thread lists page . it is can't show upload file button in post page.
the root user can post but can't show upload file button ,too.

That is because the file upload permissions were imported form phorum and you probably didn't allow people to attach files files to messages there.
Go to the forum manager and specify how many files people can attach, that'll fix the problem.
