BTW, this also seems to happen when file_uploads is set to "Off" in /etc/php.ini (FUD version 2.3.0RC2). Not sure if this is the default in Redhat 7.3 (can't remember if my php installation came with Redhat, or if I installed some rpms later - the php version is 4.1.2).

I found out by turning php-logging to highest level, the error log would then show me:

PHP Warning: File uploads are disabled in Unknown on line 0

Only after I had spent some hours locating the problem did I see that you already answered it here... ;-(
