Like I said, try the test I've shown in my previous message and see if you get the lack of notification problem. Otherwise the reason for lack of email is because the user had recieved a notification about a topic and did not read that topic, so the notification system withholds any further notifications.

That explains a lot of things Rolling Eyes

is there any way to turn this behaviour off? (currently running 2.3.1).
