When I set my forum to 'closed' and try to manage users from within the Groups Manager,
I am taken to the forum closed screen and am prompted to login again. Is it possible to manage
users of my forum while it is disabled?

While the forum is disabled you can only access the admin control panels, which are inside adm/ directory.

Usually when forum is disabled it means some sort of an update is going on, and allowing access to any control panel is NOT adviseable for the sake of data integrity.
