Is there any way to setup a level of user below Administrator but above Moderator?

In addition to their regular tasks (like moving or deleting posts), I'd like certain Mods to be allowed access to some Admin functions for everyday forum tasks like banning (filtering) making announcements, and approving avatars without having access to more static functions like templates and other forum settings.

I looked into Group Leaders but I didn't see how that can be used to allow anynone but an Admin to ban (filtering), make forum announcements, and approve avatars, tasks that are currently part of the Administrator Global Settings page.

It seems that even trivial tasks, such as assigning a custom title, requires "Administrator" level.

There are somethings only admins can do, you've listed some of them. Group Leaders are meant as sub-moderators that are not quite moderations but still have elevated privileges when compared to 'average' users.

What bothers me about this, just as the warning message says when you make someone an Admin, is that anyone I give Admin status to can remove me as administrator. Sure, I'm only assigning it to people I trust, but good security is somewhat blind to trust.

I wonder if some of you have modified code, or have come up with creative ideas to have good, round-the-clock protection of your forums, in ways that doesn't include assigning Admin status to a lot of people.

Just yesterday, 3 kids came into the forum and started flooding it with spam. There were a couple of Mods online but all they could do was delete the posts. They couldn't ban the IPs, change the flood setting, or really, do anything that would stop the flooding.

I'm just looking for ideas. Maybe I'm overlooking something basic.

User blocking controls could too be used to block an admin from the forum. Ultimately admin has a lot of power and responsibility and you in most cases do not want to have many people with such level of access. Just pick people you trust implicitly and you'll be ok. Keep in mind that if you have access to MySQL you could always restore your own admin privileges and remove them from people who abused them.
