If the server is running qmail, is procmail really neccessary? From glancing at the install instructions, it seems to me that all procmail does is pipe a command every time an email is sent to the list address. You can do the same thing with a pipe entry in a .qmail file....or is there some other reason procmail is required?

It does not matter what you use to pipe email messages to the php import script. If you can do it with just qmail without involving procmail, then by all means do so.
