(I figured out the Group Manager needs to be modified from the default "everyone can post/read" setting)
Is there a way to make a forum private, such that only a group of certain registered users can read the content, while not negatively impacting the rest of the forum system.

Yes, that's what the group permission is for... The manual describes it's operation pretty clearly.
