I would like to completely disable the active topic notification feature. Is this possible?

If I do that, will new users still get an e-mail with their login info?

I disabled e-mail, and people are still getting notifications. Was i supposed to do something beyone setting the "allow e-mail" box to "no" in the admin control panel?

Hmm unusual, you may want to wait for 2.5.0 stable and upgrade to it. I suspect it will resolve the problem.
