Installer will automatically create this file itself and remove it after the test runs regardless of the result. I recommend running the following test:

Make a sample file put in on your site and then create a php script that will try to load that file. Then run the php script via the browser from the same host as the file and see if that works.

It could be that your provider disallows you to open urls from itself.
