Redundant GLOBAL entries again. [message #11139]

I've had the problem again with settings in the GLOBALS.php showing up twice. This is with an RC5 fresh install upgraded to RC6, so its either cropping up in the upgrade code, or its something that's happening in the admin control panel.

For instance, new account moderation, which I want set to "Yes", appears twice, once "Yes" once "No" and the admin control panel reads it as "No"... No idea what the system is doing.

For now, I'll trim out the redundancies, but since this is the 3rd time its happened, and now with a completely fresh install, I suspect there is a bug to be found here.
