Did you read and try all Ilia's recommendations?

Is your server's date and time correctly set? Did you check both the timezones of the forum and your user (Control Panel)?

I did set the Forum Info Cache Age: to 600. And just to test I spent some time watching and the Most users ever online was 7 on Wed, 12 August 2009 06:30, yet the Most users ever online was 6 on Wed, 12 August 2009 06:32. I'm probably missing something easy as I usually do.
Regarding the time issue, I believe it is a server issue. Thank you and sorry for not checking first.
