Just a quick update...

I never did get this working the way I wanted to. However, there is a new feature in Google's Chrome browser (using latest beta on Mac right now) that auto-detects if a page is in a different language and then creates a button at the top asking if you want to translate--works pretty well and very close to what I had in mind above. It doesn't always detect properly but it's close.
