It seems to me that such logic of applying themes would be in conflict with the user-preference based template selection. You have this or that, not the both ones in the same engine... As far as I understand. The engine where I've seen a logic you want to use was UBB but it's not a free engine, the more for UBB.threads to have the message tree (which costs a whole bunch of money)
Although I guess one could hack the use of themes from per-user to per-category use in expense of disabling the users choice of theme (useless to have different themes for each category then anyway).
Yet, I think, it could be a good suggestion for the forum development to separate the templates and the languages in user preferences instead of using just one theme. Different messages in same language for different themes would anyway be confusing and why else to have languages repeating? (well, I know some encodings could interfere with one another while posting in a different one from other themes display, but the admin could choose the available languages I guess, and no need to reproduce all the i18n dir in each theme, they cannot be all used on the same forum for the same encoding mix ups possible on display if the board communication language is not English)
