Where is this leading? My problem was not having display_errors turned
on, which would have shown me that the string with the ellipsis was not
utf-8. I solved the latter problem by adding...

if (!mb_check_encoding($title_data, 'UTF-8'))
$title_data = mb_convert_encoding($title_data, 'UTF-8');

Now all is well.
