Works fine here on Debian squeeze. Does it still fail (temporary
problem at the server?

Maybe a firewall or routing trouble? Can you get to http://pear.php.net
from the failing VPS, i.e. with a web browser?

I'd suggest checking the Ubuntu mailing lists to diagnose it as a
possible network problem.
