Indeed so and nobody is or should be arguing otherwise.

The point raised was solely with respect to
"bash is the shell that starts Linux up."

Certainly not boot time scripts and it appears that it
is frowned upon for other scripts.

Ubuntu also adopted the policy of not using bashisms in startup scripts.
