What was fixed?
As I see it there are two problems.

The mail sent has HTML-encoding of special characters although the letter is send in plain text
The notification emails are sent in the language of the user replying and not in that of the recipient.

The second problem makes you get notifications from me written in Swedish and I just got a notification in French.
