I would do something like:

$array = array();

$sh = mysql_query("SELECT id,value FROM mytable", $db);
if ($sh) {
while ($ob = mysql_fetch_object($sh)) {
$array[$ob->value] = $ob->id;
}
$sh->finish();
}
